simpler urls for tags and place tags

Description
It would be nice to have something simpler than /search/by_place_tag/whitechapel
For place tags we could have
- place tags - london.indymedia.org/in/whitechapel
- tags - london.indymedia.org/tag/whitechapel
- groups - prob ok, though maybe london.indymedia.org/by/space_hijackers
Ideally we'd also think about how i18n would work with this ...
