It is confusing to have two text boxes on the publish form ("summary" and "description"). Instead we should just have "article text" displayed by default. Then the summary is just a truncated version of the article text.

However the summary can be shown for editors/admins, so that the old school indy type feature can still be produced. If the summary has text in it, then it will be the summary text for features on the home page etc.
