Description
We need to have a mobile template for the site. Let's assume that it should be the default template when the site is browsed with a mobile user agent.

Needs a good bit of reviewing before it'll really be worthwhile, but it's starting to work.

The site now has a default mobile subdomain of http://mob.foo.org, so if a "mob" subdomain is set up in apache, then the mobile template is automatically used.

At its simplest, I think we can now count this as done. The site has a mobile template, links to a mobile publish form, a default mobile publish page so people on their phones don't have to read the usual "war and peace" novel regarding publishing, etc.
We'll have to see how it actually goes when we deploy it.
