Tagging existing posts - and general navigation by tags

People aren't really using tags very much, though both location and category tags could greatly improve nvaigation on the site.
I've just gone through the London site and created a Democracy Village "wire" by simply location tagging all posts:
https://london.indymedia.org/search/by_place_tag/democracy_village
This is working really well, though it was a pain to have to go to the edit page and insert the tag and then scroll all the way down to save it.
Then I went and did the same thing, creating a Frontex "wire", this time using the category tag:
https://london.indymedia.org/search/by_tag/frontex
Even though there are less posts, it was more work as the category tags on the edit page currently are between the text body and the media upload, meaning a lot more scrolling back and forth.
From this I have two questions:
a) is it possible for admins or logged in users, to have a button next to the tags (both location and category) that says something like "add category" or "add location" and opens just a little field to add more tags? For a user who is not log in it could just say "you have to be logged in to do this"
if that's not possible, can we move the category tags to the top of the edit form, so they are more easily accessible?
b) To make this more user friendly, it would be great to get nicer urls. Something like foo.indymedia.org/place/democracy_village or foo.indymedia.org/topic/frontex. Is that possible?
Also it would be great to be able to see more tags then the view displayed on the Frontpage. Maybe we could have a large tag cloud somewhere like foo.indymedia.org/tags showing both location and place tags. foo.indymedia.org/place could show place tags only and foo.indymedia.org/topic category tags only.
What do people think? Does this make sense?

It does make lotsa sense to me. I like the idea of letting logged in contributors to create new tag fields. Anything that make registered users feel able to makes changes to the site is good in terms of making them feel more active part of the project ... i think.

There's a lot of suggestions here :).
I think it'd be fairly easy to do some of it (like, a question of minutes rather than hours): we could for instance simpify a URL like /search/by_place_tag/brixton to something else (maybe /in/brixton pretty easily. /search/by_tag/foo could become /about/foo maybe?
Having users add tags is a cool idea and you're right, it'd make things really easy (in keeping with our "make the users do the work" theory, which although the site doesn't get that much content, does seem to do the trick a lot of the time). If you add a ticket for it, I won't forget about it. And bug my in IRC to do the URL work (or perhaps I can write something to the list).

Both kinds of friendly urls now exist!
